Two things you need to verify for this kind of error

Step 1:  Verify the account running the SQL Server instance service has adequate NTFS read and write permissions on the database data and log folder path and relative db files (.mdf, .ndf and .ldf ).

Step 2:  Verify the database is not in read-only mode, please find the script for checking and setting the changes of database property.

SELECT DATABASEPROPERTYEX('Database_Name', 'Updateability');
GO

ALTER DATABASE AdventureWorks

GO

SELECT DATABASEPROPERTYEX('Database_Name', 'Updateability');
GO

ALTER DATABASE AdventureWorks
      SET READ_WRITE;
GO

SELECT DATABASEPROPERTYEX('Database_Name', 'Updateability');
